The Anzali Lagoon Management Project considers the implications of a rapid rise in the Caspian Sea level due to the collapse of the East North Pole Ice Sheet, high water discharge from the Volga River, which could produce a rise in sea level of 0.20 to 1.5 m. The historical changes are very small compared to the scenario to be considered in Anzali Lagoon Project - a 1.20 m rise in 10 years (or 12 cm/year). As we are dealing with a poorly understood phenomenon, it was felt better to keep the scenario very simple, because the main goal is to understand the response to the scenario. Sea area mean sea level range from 20 cm to 1.20 m, incorporating low (20-40 cm), medium (40-80 cm), and high values (80-120 cm) within the range of possible futures (2016).
This study tests the applicability of using the social-ecological resilience framework to analyze and respond to the Caspian Sea level rise (CSLR). In order to be effective, it focuses on a topical and geographic subset of the Caspian Sea level rise issue. The goal is to provide a detailed evaluation of the impediments and opportunities for the Caspian Sea level rise response in the context of the Caspian Environment Programme (CEP) in Guilan Province. In this study, we show that for many of the possible consequences of global warming and the Caspian Sea level rise on the Anzali Lagoon District in the north of Iran; and develop anticipatory responses that would substantially reduce adverse impacts of global warming with relatively little risk. We suggest a number of criteria for evaluating response strategies and present several example responses in detail particularly focused on a management plan for study district. We hope that this project helps motivate planners throughout the region to begin preparing for the uncertain consequences of a global warming and the Caspian Sea level rise in the next few years.
