The adaptation methodology for river basins AMR framework

The AMR is the first adaptation framework for water managers and is based largely on existing decision and adaptation frameworks (OECD, 1993; Smit etal., 1999; Barker, 2003). The challenge in the development of AMR framework is the difference in water resources characteristics, environmental controversies and socio-economic issues across river basins. In response, AMR offers an integrated approach, taking into account socio-economic and environmental aspects. A difficult issue remains in implementing the results of adaptation studies, since many transboundary river basins do not have a region-wide management institute with a mandate. Yet, from a water man agement perspective, a basin-wide approach is preferred for developing and evaluating adaptation strategies and the framework can still be used as a vehicle for discussions.
