By 2008, 50-year-old power plants, operating at relatively poor heat rates, were still generating electricity, many of them using coal or heavy oil feedstock. In the United States, regulatory pressure for hazardous air pollutants could result in the replacement of approximately 30,000 MWe of residual oil fired capacity, and in all likelihood replacing it with gas-fired generation that is less CO2 intensive. Because of its sheer size, replacing the power generation system in its entirety would require decades, if indeed replacement (or upgrading) of the entire system is the correct (or most immediate) strategy to pursue.
