As noted previously, a confusing array of issues related to the inclusion of sinks in a climate mitigation policy has arisen. The Intergovernmental Panel on Climate Change (IPCC) brought out a special report providing a good compendium and a full discussion of these issues (Watson et al., 2000). It is structured and hamstrung, however, by the policy environment and governmental interests to which it was reporting. In trying to be comprehensive and responsive while avoiding to be policy-prescriptive, it is not as effective as it could be in sorting out reasonable approaches and strategies from those that create problems rather than solve them.
