EE programmes reduce consumers' risk in many ways. They are not subject to cost fluctuation once installed. In fact, they can help insulate the consumer from energy price risks. They are less susceptible to the risks of under- and over-bidding than supply options. They are not subject to major simultaneous interruptions. They contribute to overall system reliability by reducing demand in peak periods. Overall, efficiency can contribute to a more reliable supply of power as well as to stable capacities and energy prices.
