These items would cover engineering design and legal fees, construction contingencies, and profit and overhead for the construction contractor. These, again, are not unique to wetland systems and are usually expressed as a percentage of the total construction costs when preparing an estimate. Additional items usually included directly in the construction costs include mobilization and bonding. Typical values for these items are:

• Engineering design services — 10% of capital costs

• Construction services and start-up — 10% of capital costs

• Contractor's overhead and profit — 15% of capital costs
