Concept and Site Selection

A preliminary evaluation should identify the available options as well as the expected physical, chemical, and biological characteristics for the sludge. The chemical characteristics will control the following:

• Can the sludge be applied in a cost-effective manner?

• Which options are technically feasible?

• What is the amount of sludge permitted per unit area on an annual and a design-life basis?

• What types and frequencies of site monitoring and other regulatory controls are imposed on the operation?

The biological characteristics of greatest concern are the presence of toxic organ-ics and pathogens and the potential for odors during transport, storage, and application. The most important physical characteristic is the sludge moisture
