Perspectives of Antarctic species as interconnected ecosystem elements have been elaborated in living resource management policies since the late 19th century. At the outset, however, harvesting activities were managed by individual nations establishing policies within specific areas for separate species (Table 10.5).

As represented by the elephant sealing on South Georgia (Fig. 10.2), early management strategies included scientific information. With bulls siring harems of elephant seals, it became apparent that harvesting quotas should be based on the number of males captured within specific periods and zones. Moreover, these
